Ten voices, from an Ionian river to a Frankfurt eulogy to the Yijing's commentaries, agree that nothing stays, and the most famous of them wears a name it did not earn: 'change is the only constant' is not Heraclitus, it is a modern gloss, first verifiable in German in 1825, standing at the end of a purely Greek lineage chain that counts as one voice, not seven. What survives the collapse is the better wonder: Greece, India, and China each raised impermanence to a law of the world on visibly different machinery, an independence resolved at skeptic-corrected confidence 76. And one caveat rides the whole motif: that things change is a cheap observation under almost any null model; the convergence worth measuring is the elevation of change to THE law. The phrase is a pedigree; the doctrine is the echo.

Act I · the decomposition

One rule, two polarities

Nothing that exists holds still: impermanence is universal and lawlike, elevated from an observation about things to THE fundamental character of the world. The reflexive modern form adds a paradox on top: change itself is the one exception, the only constant.

The polarity split
The formulation splits not by negation but by force: flux-as-fact (the descriptive register: Heraclitus's river, Plato's bare proposition, Ovid's Latin, the Yijing's change-engine, all stating how the cosmos IS) versus flux-as-consolation-or-warning (the deployed register: the modern aphorism spoken at moments of loss or transition to recast misfortune as cosmic regularity, or as exhortation to adapt). The Pali voice deliberately straddles: it states the fact in lawlike form and makes SEEING it the instruction, fact and consolation fused into a path, and it is recorded on the fact side with that straddle named. The reflexive paradox lives only on the modern side; no verified ancient text in any line states it.
Traditions as families
On the proposition track single lineage is collapsed within a tradition before anything is counted, and here the collapse does almost all the work: the entire Western chain (the river fragment, Plato's paraphrase, the late slogan, Ovid's two Latin renderings, Börne's German coinage, the modern English) is one line of single lineage with documented relay points, one voice, not seven. The level of this echo therefore splits cleanly in two, and that split IS the level call: the PHRASE is single lineage ('change is the only constant' is a modern gloss at the end of a purely Greek chain, B12 to Plato's 'panta chorei' to the 'panta rhei' slogan to the modern aphorism, not Heraclitus verbatim), while the DOCTRINE is convergence (Greece, India, and China each elevate impermanence to law through visibly different conceptual machinery: cosmological thesis, soteriological mark, divinatory framework; resolved independent at skeptic-corrected conf 76). The cross-cluster lineage edges are deliberate: a chain can change claim-form mid-lineage without gaining an arrival.

The claim stripped of image: pure proposition. Its oldest surviving statement is already a paraphrase (Plato reporting Heraclitus), and its Latin form arrives in the mouth of a Greek philosopher: single lineage both times.

The Indic line states impermanence as one of the lawlike marks of existence and makes SEEING it the path to liberation: the same proposition through entirely different machinery. The strongest independent arrival outside Greece.

The Yijing does not quote a maxim about impermanence; it builds a divination framework premised on change as the cosmos's generative process. Framework-level evidence, marked weaker than a quotable proposition, and carried that way.
